Haven't got a guitar here so I'm not sure on the root, but it seems to be some kind of 11-chord. So my guess would be F11 without the 9.

Sounds to me like a variation on a Cm chord - possibly Cm(add11)? There's not enough notes for it to be Cm11........but there's an F in there somewhere!
