How do I do the "full" effect?

On some of my music it has a note with curved arrow, pointing downard that says, "full." The note sounds whiney, like it starts at the normal tone and then slides down to a deeper, darker tone.

Sounds to me like a released bend - you'd bend the note up a full step (two frets worth), then pick the note and release the bend.
