I am not clear on Notes and beats.

Does one downstroke on the guitar string constitute one beat, and if so, how do you do a half beat? Also is there a pause between the bar line or just ignore it?

If there are only 2 notes to the bar, do you play them and pause for a few beats before going to the next bar?

I have visited many sites to get a good understanding, but these issues are still cloudy to me. I reiterate, I am a beginner. Thanks for whatever help you can give.

Depends on how long the note has been written to last.

Half-beats - downstroke on the beat, upstroke on the half-beat.

Ignore it - it's there to separate one set of beats from another; there is no pause.
If there are only 2 notes to the bar, do you play them and pause for a few beats before going to the next bar

Depends how long the note has been written to last.
