I have a book Strum & Picking Pattern by Fred Sokolow. The examples are usually one or two measures long and he lists which songs they are used for, such as the one below.
Hoochie Coochie Rhythm

My question is: Is this a basic rhythm that is repeated over and over throughtout the song or is it just a section of the song? If I use this example in a 12 Bar Blues, could I use this E chord pattern and change to a A chord pattern and B7 pattern? Any help would be greatly appreciated. Thanks!!!!

Yes you should be able to. Try it and see how it sounds.
