just a couple of additional info
chord changes: every two beats except for E chord that last 8 beats
strumming: if you play rhythm guitar, you could strum something like this dd/ddu/dd/ddu.
I tend to vary it a bit playing DD/ddu/ud/ddu or also DD/ddu/uu/dudu but that's your choiche.

I've tried all those options. I've used Word, Notepad, textedit at home and at work. Mac and PC, sometimes I can get it to line up and other times the tabs doesn't seem to want to do anything.
I will reread it (the instructions) again carefully, but it's a real mystery.

@klim - don't use tabs, use spaces... different applications render tabs differently. I personally have a great hatred for the tab character (and configure my text editors to replace the tab w/ a string of spaces), though there are a few places where I am forced to use an actual tab. Sorry, that was entirely OT...
@csmart - that E7#9 is used in Purple Haze too, but I've never tried it in Hey Joe. I'm sure it sounds good though. I've also heard the 7#9 chords called Hendrix chords.
