You don't need two EQs for that. In middle position all sliders are "flat" neither boosted or cut. All an EQ really does is boost or cut the volume for each particular frequency band. But also, the EQ has a Master Volume slider as well. So you can just boost the volume.

That said, when you turn the EQ pedal off you not only lose your volume boost, but you would lose the equalization as well. So you could have #1 continuously on to control the tone of your rhythm guitar playing for instance, then turn on #2 for a volume boost. Plus you may want a little different settings on #2 for your solo tone.
