I've heard some blues guys like Duke Robillard getting a leslie/B3 sound out of some kind of pedal. Anyone know how they get it?

vibe or leslie or chorus with high speed/rate setting is real popular with jazzy/late-nite style players like scofield, henderson, as an alternative to what was already posted.

Stevie Ray Vaugh often had a Leslie speaker with a footswitch in his pedal chain. I have seen them removed from the B3organ and others. they sound great.
