Billy Corgan is my favorite songwriter/singer of all, I think.
Also Thom Yorke of radiohead is good too. And the guy from the streets is pretty awesome, too.
What I like best in a singer is someone who has emotion. And lyrics that mean something.
edit: and for best songwriters? Definitely pretty much any romantic composer, and renaissance as well. Some classical stuff is ok too.

yes! tool and a perfect circle all the way! Little something to think about: maynard james keenen writes very little of thier lyrics, but is one of the best vocalists ever next to Corey Taylor. Their guitarist, billy howerdel, writes mostly all of it. Rock On!
