I can get a good growl on the E A and D of my ernie ball power slinkies but how do you do a pick scrape on the unwound treble strings. I cant get a sound. The beginning of Black Sabbaths Crazy Train is a good example. Is there different strings or picks used to do this?

The pitch of a pick scrape is greatly affected by the speed at which you're scraping, in addition to the thickness of the string. You can get string sets with a wound G string that could possibly enhance the effect, but scraping faster may also get you closer to the sound you want.
