13 fret is buzing/fretting out

i'm not getting any sounds out of my 13th fre on the top 3 strings. i tried adjusting the truss rod, and i got it as high as i could while still being playable, but no luck. put on new strings, made no difference. it's even making the 12th fret on the high e sound muted, which i use a lot.
someone help. i do not want to buy a new guitar or pay for a whole new refretting.

it's an alvarez rf20sm... small-bodied mahogany acoustic

Sounds to me like you need to raise the bridge a bit. If the guitar is very old, and you use those upper frets a lot, you might also have worn the frets down at that position. If so, a guitar shop can fix it.

it's a new guitar. it actually started doing that right after the 45 day warranty ran out.

I agree with Tucker, the bridge is too low.
The strings hits some of the frets between 13-22(24) and get muted.
It can´t be adjusted with the neck bow(trussrod) as the neck bow´s mostly from fret 1 to fret 12.
I found this out when I adjusted one of my guitars for lower action(string height)
