Ibanez Bass issues

So I am learning to play guitar but as an old Electronics guy I toy with all sorts of things and am at a loss on the wiring I found in an old Ibanez Roadstar 2 base. It has active soapbars and by the looks of it a stacked balancer and two volume controls but one appears to be actually wired as a tone control????? So is it a balancer and two volumes or a balancer, master volume and tone? ... very confused here...
