I have a line 6 spider 3 15w amp. on the back metal panel it says max power 75w, and the speaker says max rated power 15 watts. Does this mean that the amp can handle/power 75 watts but the speaker can only handle 15? if i replace the 15 watt SPEAKER with a 75 watt speaker will i have a 75 watt amp?

The power rating on the back is what it draws from the power line. Not what it puts out of the speaker.

A 100W stack is pretty useless unless you're playing BIG auditoriums. I'd rethink that.
