Sounds very much like the Thai New Year "Songkran" - only they don't limit it to throwing coloured powder, the "main event" is throwing water everywhere. That's fine, except for the rotten lot, who spike their water with large blocks of ice.
I started with nothing - and I've still got most of it left.
Did you know that the word "gullible" is not in any dictionary?

We had a wonderful time.My uncles with their families and their kids with their family came ! It was a long gathering and everybody enjoyed it to the max.
I am hoping to have more such of meetings and greetings in future. :)
