I have been reading the Alex Lifeson article in the September GuitarPlayer mag, and I found this highly amusing, talking about the "tightness" of their playing;
"Theirs is a much more elusive tightness - one that comes from an almost imperceptible, indefinable looseness."

I don't know the context of your quote, but it reads like it means:
