They can be.
A triad is a set of 3 notes with a major or minor 3rd between them.
Thus, plain major (1-3-5) and plain minor (1-b3-5) chords are triad chords.
Augmented (1-3-#5) and diminished (1-b3-b5) chords are also triads.
An arpeggio however is a chord (any chord) played a note at a time rather than all at once.
