I saw it in a bass special of Total Guitar. Is it just telling guitar players to play the full 1,3,5 chord instead of just power chords?
Or is it just a 1,5? root with the fifth?

The latter: just root and fifth; a power chord. As opposed to just plain E, which would include the third.
