I am starting to fool around w/ scales & have a question about lead guitar. Is the basic "correct" way to play lead guitar landing on the root (or chord tone) of each chord & switching as the chords change and then adding other notes in between to spice it up?

That will work, but it will make your solos incredibly stodgy and boring.
Try and extend your phrases across the chord changes. There's no need to change position for a chord change, and there's no need to start a new phrase on each chord change either; a lot of the fun comes from the dissonances you create and their resolutions.
