how much should I be expecting to pay to get the action lowered on my Acoustic/Electric Ovation Celeb? How do I even know if it's too high?

you measure the distance between the string and the top of the 12th fret.

How much it costs depends.

Lowering the saddle maybe $25
shaving the bridge maybe $125
reseting the neck $200-250

Nick: when you say "resetting the neck" is that the same as "adjusting the truss rod" or does this involve much more.?

How far should the string be from the fret? I have a Guild DCE3 acoustic electric with a low E string of .056 and it measures an eight of an inch from the top of the 12th fret to the bottom of the string. Is this about right? Thanks

reseting the neck is removing, shimming or sanding and replacing. A truss rod doesn't change action, it changes neck relief. It's a big difference.

The distance is measured in 64ths, 8/64ths is the high side of okay for an acoustic.
