When some one gives me music that looks like this
-> https://www.guitarnoise.com/article.php?id=84 ( i didn't read the article just looked for the song) how can i tell the rhythm of it ( ex. 1-2-&-3-4 )?

Other then where it shows the stacked notes for the chords within each measure, you really can. That's one disadvantage of tab. Some tab will tell you the Key it's in and a tempo typically in beats per minute.
Fortunately you can listen to the original recording today and there are same sound samples with the lesson... though I have not checked it out.
