i think that chords change every two beats, so I would try some quite simple strummin like

D DU D DU (full measure)

or also

D ddu D ddu

dd ddu dd ddu (where each group of strums is a quarter note)

or the simplest ever

D D for each chord

I tried it yesterday and I would say

D DU for each chord

that's works well

The book I bought suggests to play it with a

bb ddu

pattern or variations of it

d ddu (like Knocking on heaven's door)

Anyway the first pattern is simpler

I think you've got quite a few options.

Dylan seems to have played it a few different ways. I've got a songbook of his with two versions, one in the key of C and the other in G.

The version in G uses a Travis Pick style which stays pretty much the same through the song.

The version in C starts using a pattern with a single bass note with the thumb, then a D, Du,D strum. However that changes quite regularly through the song, with several variations used. It also definitely doesn't change chords every two bars. Some last 3 bars, some 1 and some 2.

I think you can pretty much use whatever strum sounds good to you. :)
