I don't understand how covers work. Aren't they breaching the copyright laws?

Technically you owe royalties when you perform them in public... but nobody seems to care. 'Happy birthday' is still in copyright too, so if you sing that at a birthday party, same deal.
There's a local Pink Floyd tribute band around my way, who a couple of years ago got in touch with their legal people to find out the situation (they were getting big and starting to worry about it). PF's legal people said they didn't give a monkey's as long as they were only performing the songs, not recording albums of covers and selling them. That's 3rd/4th-hand info though, so how accurate it is I don't know.
