I am trying to tap my foot while playing an excercise that contains 1/16 notes.
I wonder if I need to just make sure that my foot hits the floor at 1 and 2 and so on ...
Or
Do I need to PRECISELY make sure that my foot is horizontal at 1, between horizontal and vetical at "e",
vetical at "&", again between at "a" and finally horizontal at 2.

I tend to tap my foot on 2 and 4.
What you need to make sure of is that you are picking the notes precisely in time. Where your foot is doesn't really matter. If you tap every beat, you'll want your foot to be fully up on the half beat and fully down on the beat. Where it is in between isn't something I'd worry about.
This is one area where recording yourself can be VERY helpfull!

I guess everybody has their own way of tapping. Books always said tap with your right foot, I use my left.
Myself, I would just tap on each beat. I do not worry about my foot movement, as long as I tap on the beat.

I use either foot, or neither. If I'm playing with a strong drummer, I just watch the hi-hat :)
