I don't guess it's really a game so much, but Chord Studio is a great website to help you learn to write music by using an virtual online band. You can only change chords each measure right now, and you have limited instrument selections, but it'll only get better I'm sure. Check it out.

I'd include also some 7th chords since they are very useful in several styles of music but the idea is great!
