It's an encyclopedia of scales, not a method book or instruction manual, and accounts for every 5-note, 6-note, and 7-note scale containing intervals no larger than a major third. It also includes a selection of 8-note scales (Bebop, Diminished, et al) and selected chords associated with the 266 possible 7-note scales containing an interval no larger than a minor third. Interesting, that's certainly a lot of scales.
