Regarding the rights,- you don't need permission to record and release versions of other people's music, as long as you pay licensing fees through the proper agencies.
What you can't do without permission is to make radical changes to the song (translating the lyrics to your own native language is a classic example for us non-English speakers, can't do that without permission), or list yourself formally as "arranger" because that will take a piece of the cake going to the owner of the publishing rights. So even though I have made my own personal interpretations of these songs, I can't register myself as "arranger" without the permission of Experience Hendrix LLC who owns the rights.
But other than that you're pretty much free to record and release just about anything you want as long as you pay the licensing fees (in the US I believe it's the Harry Fox Agency that deals with that).

yes indeed Steinar is correct. I have been looking into this now that I have mastering software and my recordings of covers sound much better. I learned that you need to pay a small fee to get the licensing to publish. then, the versio n you post is yours and others need permission. cool.
Harry Fox is one .BMI is also a major liscenser. they have regional offices here in the states. Nashville, NewYork and LA. I contacted the Nashville office several weeks ago and have not heard a peep.
