I don't think you got feedback on your other thread either because there is nothing there to comment on other then a template. Hard to comment on a concept without some information and what your goals are with the web site.

I don't like the design. The blue on white hurts my eyes. Maybe you should have a white background with blue text. Also I never liked websites that have a portion of the screen black. Don't know why just dont. And you have news updates and column updates on you home page but you have to click on the news or columns on the navbar to read it. You should link all that stuff you mention on your homepage. A great way to design your site is to pick a site that you visit often and copy what you like about it. It doesn't have to be identical but it will get you going in the right direction.

You can't put blue boxes on a white background and expect people to read white text from the boxes. The eye is drawn to the white around the blue boxes, to the exclusion of what's inside the box.
