One of the best free programs available on the net is Audacity. You can do all sorts of recording and editing things with it. But you can also open a Wav file and then click on "Export as Mp3". As a free starter tool there's nothing really to touch it.
iTunes converts from/to several formats as well. Other programs could require third-party libraries (for example, Lame). Currently I don't know but some Audacity versions did it.

Just make sure you have the LAME converter.

You can use the Bonk Encoder. It will convert a whole list of files, in one go and is free, to boot.
I started with nothing - and I've still got most of it left.

Audacity is great, but make sure you also download the LAME MP3 encoder as well, which enables you to convert files to MP3.

My Zoom HDCD8 records in WAV and I will burn a CD with that, then play the CD with Real Player on my computer and save it. It automatically saves it as an MP3 file. Works for me, done it many times.

CDex is open source (free), just like Audacity (also source forge) and it has many more options for creating mp3 files than audacity does. I find the two programs compliment each other

You can test some convertors from here http://www.mymusictools.com/rippers_encoders_11/ . As for me I use AudioConverter Studio, with it I can convert audio files in many formats, not only from wma to mp3.
