First off, how do I know if my guitar needs a setup? Next, is guitar tabs. I have no idea what the - means. Does it mean to strum once?

What does the P.M. mean? I think I know the rest
A guitar needs a setup if its not easy to play for you. You would get a setup if the action is too high, you cant get it to stay in tune, you fret out on bends, ect.
The PM stands for palm mute. Rest your palm on the bridge / strings so you slightly mute the strings giving it a chunky sound. You would play those first four chords once each with palm muting.

And to answer your third question, the / is the tab symbol to slide. I typically use / to slide up and to slide down. Your tab listed is sliding from a D bar chord down to a D flat.

I think he was talking about the ---- part between the chords. If so It's nothing just a spacer so the tab lines up.
