Does C-C mean the same as C/C?

'-' typically means "minor".

C- would be read as C Minor.

C-C doesn't make sense. It the intention is to define the base note, then C-/C is the right way to write that.

D-C makes even less sense as there isn't a C note in a D- chord.

My guess is you're reading this from an internet tab site? Perhaps they're just trying to say "Play C, then Play C again?"
