get confused on putting songs together

Hi

I been finding it difficult to put songs together just playing for myself, I've been practicing The Whos 'won't get fooled again' I don't know if i should just strum the cords, or follow the the tab out of the song book, but the tabs not in a cord strumming form, its all broken down to one note at the time, and when played it sounds like it played in the background not easy to here.

I saw pete townsend playing it on video and he seemed to just strum cords and the broke it down when he came to play the solos.

I've also be practicing eric claptons 'wonderfull tonight' and have the same problem and don't know wheather to play it fingerstyle or with a pick, it's easier fingerstyle for me to play, but when coming to the solos I need a pick otherwise i cannot do it,

Doe's anyone know if its played fingerstyle or with a pick
