I need some help understanding this tab. It's from 30 Seconds To Mars - Attack.

What does it mean if there are brackets around the number?

Normal brackets () are sometimes used for grace notes or optional
notes so 'pointy' brackets <> is the usual choice for harmonics.

I don't know this song but it seems like you can either play the power chords or just octaves for those. The notes in ( ) are the 5ths so taking them away would just leave you with octaves.

I know you are asking other things, but be sure to realize that tab is written in Drop-C tuning (I think). You can just tune to Drop-D to make it easier, but you'll be a whole step higher than the recording if you do that.
