What does the smiling looking underline underneath say 3 5 on tab mean? I hope Im explaining to where I can be understood. Thanks

It usually indicates a slur, meaning to pick the first note with the picking hand and to have the fretting hand sound the second note. In the case you cite, you'd probably do a hammer-on from 3 to 5.
Other slurs are pull-offs, slides and bends.
