It says the string are C#-F#-B-E-G#-C#
The other one says down 1/2 step then drop D (C-G-C-F-A-D)

That is a little confusing, unless there are two guitars on that song using different tunings.

The 1st tuning is simply dropping each string down 3 half-steps.

The 2nd tuning is dropping all strings a whole step, and then dropping the 6th string down an additional whole step.

So those are two very different tunings.

As others have said, to learn the song you don't have to do all that. For the 1st tuning just leave your guitar in standard tuning. For the 2nd, just drop your 6th string down to D. You won't be able to play along with the recording, but you can still learn how to play the song.

If you have an effects pedal, many include a "Detuner" effect to drop your tuning. Try using that.

Sorry I'am getting these tabs off the internet, at mxtabs.net.
The drop tunings are from two diffrent tabs and by two diffrent tabers.
Sorry for the mixup.
