I wonder if someone could explain this tab to me in plain english, as in which finger goes where etc (sorry if this is a stupid request) but I just don't get it ie is it picking or strumming ?

Index and middle for the 1 & 2's, 3 & 4's and 2 & 3's and mini bar the 5th with your ring finger.
That's how I would do it. Other than that, try and see what works best for you.
