is it just release all the pressure on the strings or to let the hand flat on all of the strings and then immediately jump back to the chord???

For left hand muting, it depends on the chord. One like C or F, you can ease up the pressure and lean your fingers towards the floor - you should be able to damp them all that way. For chords like Em, I tend to come up off the chord and damp with a barre.

This brings up another questions that I often wonder about. When do you mute with your fretting hand and when do you mute with your strumming hand?
For songs with stumming patterns that incorporate up and down muted strums on the chords (like Cumbersome by Seven Mary Three or Plush by STP), is it possible to palm mute? Actually, I'm sure it's possible, I guess what I'm asking is what is the best way to do it. How would you all play these songs? Do any of you palm mute upstrokes?
