First, welcome to GuitarNoise. :D
As far as getting the effect Robin Trower gets, I would have to sit down and tweak the pedal just like you. I spend many hours tweaking my pedals to try to find those perfect tones, it isn't easy.
If you do find something close, make sure to note the setting so you don't forget.
I am a big fan of Robin Trower myself, he is still going strong.

Actually, sounds to me like Robin is using Tremelo effect in this song, not Rotary Speaker.

Part of that tone is gear. He's playing a Strat with the pickup selecter set to what sounds like the second position. Then there's the amp. Those two on their own are probably 90% of the tone. The other thing is that he seems to be using a phaser or possibly a Leslie at a very slow setting. That is, I don't think it's a vibrato pedal he's using.
Yup, definately a Univibe clone of some sort, or the real thing... I don't know the difference myself.
My question is, how did he get David Letterman to sing for him?

Yeah, he's definitely using a Univibe type pedal. Not surprising since he was a big Hendrix fan.
Guys, not forgetting he de tunes to D and uses very heavy strings for that rich tone>
