Question: Are these licks specific to any key or are they used in any key?

Welcome to the musical madhouse!

You mean this lesson, right: Blues Solo Improvisation? Those licks are using the A minor pentatonic scale. Thus they're for the key of A or Am, fairly common keys for the blues.

If you haven't had a chance yet, you might want to take a look at the pentatonic scale.

Take a look at David's Scaling the Heights. It 'll give you a good introduction to the pentatonic scale.
