I was listening to Jethro Tull's greatest hits album last night, and I was wondering what exactly gives some of their songs that Celtic feel. Is it the scales used? Are there any specific rules to go by?

good question. I am not sure f they use open tunings.
however, if you want celtic sound tune to this:
DADGAD
very modal sounding and very celtic.
you can barre any fret allthe way up. hit all the strings or pick singles.
