What is the easiest way to play this? Right now it feels awkward to shift up to get to the 11th fret but I'm not sure if playing the Bb note would be easier on the 7th fret 1 string. Any thoughts?

I would use the one finger per fret, play the notes on the 7th fret with your index finger, the notes on the 8th with your missle, the notes at the 10th with your ring finger and roll it to play the other note at the 10th fret and your pinky for the notes on the 11th fret, but I don't have my guitar with me so I haven't tried it

Not that I'm experienced enough to give this sort of advice, but for what it's worth...
I just played it almost like cnev suggested, except I dropped my ring finger as a "mini-barre" on the 10th fret as needed.
I wrapped a newspaper ’round my head
So I looked like I was deep
I find it easiest to play like this;

One finger per fret is just a general rule, but oftentimes you need to do an extra stretch. By stretching your ring finger to play the notes at the 10th fret, it frees up your pinky for the notes at the 11th fret.
I do not have large hands and find this very easy to play this way.
