Does anyone know of a free fretboard diagramming tool that will allow me to put my own fingerings on a blank diagram and then either save it as a graphic or as html?
I don't need chord libraries or anything else - just the ability to easily make my own fret diagrams

google notepad. it's a free download if you fill out the survey, technicly it lets you write out sheet music for multiple instruments, but it has a plucked guitar tab and bass tab function. plus you can play whatever you are writting at any point.
I don't know of one specificly for frett diagrams but this one would at least let you write the tab.

I have Finale Songwriter, which has some chord diagrams, but it does not let me customize them.

You can create any chord diagram you want in a program called song sheet. http://www.dsbsoft.com/
It's basically used to create a lyric sheet with the chord diagrams written over them. You can save it as RTF file and if you have Microsoft Word it will convert it to a html file.

Guitar Pro can create the diagrams (among other things).
