ok the volume wont go up or down its stuck at one volume but gain tone bass and everything else works.
how can i fix this?

one- or two-channel amp? if a two-channel, make sure you are switched to and adjusting the correct channel.
assuming that's okay, it could be:
loose knob: should be obvious by "loose" feel. tighten the set screw.
broken potentiometer ("pot"): ... or other internal component. take it to a tech unless you know something about electronics. and even if you know electronics, but this is a tube amp, take care not to kill yourself.
