what should I do

the screws holding the tuners came out, so I screwed them back in but the same thing happened.

so what should I do?

A good fix:

1. Remove the screw and either remove the tuner or rotate it out of the way, if possible. mask off area around the hole to protect the wood of the headstock

2. Fill the oversized holes with pieces of wooden toothpick and wood glue, using as much toothpick (wood) and as little glue as possible.

3. Let glue dry to bond -- a few hours is usually adequate for "yellow" carpenter's glue; clip off and sand flush any excess toothpick protruding from the hole.

4. Put the tuner back in position and mark the hole position for a pilot hole.

5. Drill a pilot hole for the tuner screw -- somewhat smaller than the screw's diameter. This pilot hole is important to prevent peghead cracking.

6. Reassemble

It's the "classic" method of hole repair in electrics. It will hold.
