Comparing "view active topics" to "view new posts," it seems that "active" gives you all of the "new" plus a longer list of recent posts. Is this correct?

Gabba, it is correct. I think the admin must define the number of recent posts to be displayed. So "active topics" shows the last N posts and "new posts" shows the new posts since your last visit (I guess it will use a cookie in your browser).
