He just recently ditched his pick, but he's always used legato.
The video doesn't show that much of the picking - but most of the speed is coming from left hand slurs.
For real right hand fingerpicking speed, you'd want something like this: http://www.youtube.com/watch?v=AIzKsNIRrV4 it's easily double what Kotzen is doing... or this: http://www.youtube.com/watch?v=MQ9PRzIyzFA which is faster yet.

Yeah, you're right. Kotzen doesn't even have to use his right hand. I got the wrong idea years ago that your left hand did most of the work, and it's this guy's fault. I wonder what he would think of the second video you posted? I'm thinking he would say it was a waste of energy (not my opinion).
