"C over F" - In other words, a C major chord with a root note of F. If you're comfortable with using your thumb, you can play it as 132010 quite easily

Assuming that the tab you are looking at is listing chord names, it is teling you play the C/F chord, fingered as follows:

e---0---
B---1---
G---0---
D---2---
A---3--
E---1--

As said, it means a C-chord with an F in the bass. This results in F C E G, which is a Cadd11. You'll often find this as a walking bass in your chords: G-C/F-Em. If you're are playing in a band you can probably drop the F and leave that to the bass-player.
