Are these the same thing? The first time I heard about double picking as to describe the technique that Dick Dale uses for his "surf guitar" sound. Now, is that just another term for alternate picking? Or is it someting completely different?

"double picking" is Surf guitar jargon.
Its really called "Tremolo picking" which is fast and constant alternating picking confined to one string at a time. Practice a smooth alternating upstroke and downstroke motion.There should be no perceptible difference between upstrokes and downstrokes.
