Im currently working on jack johnson/ben harpers high tide or low tide...they do a bunch of string muting...when i play it its like all i get is the mute, when they do it they mute and still have the ring of the last chord going, so my question is how do i mute without getting rid of all sound, to still have that ring? is it all just a matter of feel that you eventually get

Hard to explain in words what is actually happening but I'll Have a go.
The effect is acheived by applying a very gentle mute a fraction of second after hitting the strings. If your soft enough with your mute you will get the sound of the chord to continue. It will sound like a bass hum, sort of like a harmonic bass note.
Like I said this all happens in a fraction of a second.
Another way to acheive this sound is to pull the heal of your hand across the strings when you lift off the mute. This not something that you really make a concious effort to do it just comes with practice and that old chestnut "feeling"
It takes alot of practice to get it right ,as like you said its as much about feeling as it is about technique.
If you like like Jack Johnson try "sitting ,waiting wishing" and apply this technique. The song has a nice easy strumming pattern which should let you concentrate on this technique and not worry about chord changes and strumming patterns.

Hope this helps.
