Small amplifier for Blues?

Hey guys new to the forum,

My Dad is learning how to play the guitar and I would very much like to get him a small low watt tube amplifier for Christmas. He is very much interested in learning to play the blues. After some research I have found the Vox Ac4 series. And am debating between these two:

How much of a difference does the extra 2 inches make? any?
Would you guys recommend this amp or a different amp? I've heard some about the fender blues jr.
I'm looking for a smaller/low watt amp because my mother can get some what annoyed by him playing and need to find an amp that operates well at a lower volume.

Guitar being used is an epiphone les paul.
