I just do an OPEN on the file menu and select the file I want mp3, wav or whatever. It then opens it in the next track. I tend to load the backing track in the first track then open a recording track.
Are you having this problem with all mp3's or just selected ones? It could be in an mp3 format that Audacity does not support.

you may have to go to project on the file menu and then click on to Import audio in some cases.
