What I'm asking is....on a double pull off do i strike the string 2 or 3 times here's the tabe so you know what I'm talking about, thanks

None of the above, is the answer. You strike each group once, whilst fretting the 4th fret. You pull off, to the 2nd and, then, pull off, again, to the open string. The slight sideways movement of your finger will act as the pick-strike for both pull-offs.

I started with nothing - and I've still got most of it left.
